Meet Our Senior Staff

Joe Keizur

President & CEO

Joe Keizur is our managing member and is primarily responsible for sales, marketing, and project management for the company. Joe has 10 years of construction management experience, including community association management. Tired of watching homeowners pay exorbitant fees for association management and receiving very little value for their money, Keizur started BMCM with one goal in mind: provide the best service possible for the lowest price.

A former Hillsboro City Councilor, graduate of Pacific University and one-time political campaign manager, Joe is a no-nonsense leader focused on creating the best association management firm in the Northwest. An avid baseball fan, Joe serves as the president of Reedville Baseball Inc. and president of Century Youth Football Association.

Alex Rix

Vice President of Operations

Alex Rix manages all of our staff and our day-to-day operations. He also actively manages several of our communities. Alex has 10 years of construction management experience and is responsive, smart, and quick to help.

A graduate of Linfield College and a former member of the much-heralded Linfield Wildcats football team, Alex grew up in Newberg, Oregon.

Bill Easton

Construction Manager

Bill Easton is charged with keeping up on all of our association’s annual and monthly construction and maintenance needs. The primary contact for contractors and professionals, Bill spends his days out working in our communities, checking on our contractors to be sure the work they are doing is getting done right and on time.

Bill has more than 25 years of construction experience and works with a large network of contractors throughout the Northwest. A resident of Hillsboro, Bill and his wife Cindy enjoy spending time with their family and traveling.

Carrie Elmeer

Accounting & Finance Director

Carrie Elmeer provides oversight of all financial transactions and documents for our communities. She is the primary contact for board members on current financial planning and budgeting, and is a secondary contact for residents with account questions.

Carrie is a graduate of Western Oregon University.

Becky Logan

AR Coordinator

Becky Logan is responsible for all association-related receivables and database management. She is the primary contact for residents with account questions.

Becky spends her free time gardening and tending to her Christmas tree farm.

Katie Harmier

AP Coordinator

Katie Harmier is responsible for all association-related payables and payment management. She is the primary liaison to contractors for payments, and manages the monthly billing output.
